When the plastic coating around a cord is damaged, why does the cord become hazardous?

You probably mean an electrical cord, and it becomes dangerous becauseit becomes possible for electricity to flow from the conductors inside the cord through some external conductor -- like a piece of metal, or someone's hand -- to ground. This flow of electricity may be damaging in itself, e.g. if it gives someone an electrical shock, or the heat of a large flow of electricity, in an unexpected place, may lead to a fire.
