What happens if the sign of f(x) changes at x=0?

In relation to the graph of f(x). I am preparing for a test and in my textbook I have the equation x^4-4x^3+3x^2 and they did the sign chart and they made a note to say "note that the sign of f(x) does not change at x=0" So I just wanted to know what happens if it does?
