It uses the conservation of momentum and Newton's Third Law. The gas stream of CO2 is accelerated through a nozzle which causes a reactionary force that generates a forward force. This same phenomenon can be observed if you stand on a wagon and throw a heavy ball. The wagon will move in the opposite direction in which the ball is thrown. This force can be described as\[F = \dot m V_e + (P_e - P_a) A_e\]where \(\dot m\) is the mass flow rate of gas out of the nozzle, \(V_e\) is the velocity of the gas at the nozzle exit plane, \(P_e\) is the pressure of the gas stream at the nozzle exit plane, \(P_a\) is the ambient pressure, and \(A_e\) is the nozzle exit plane cross-sectional area.
