I think it's actually strict constructionist because liberal implies room for interpretation, while someone who wants Congress to only have powers clearly stated is much more strict.

I just got this off of Wikipedia: "Strict constructionism" is also used in American political discourse as an umbrella term for conservative legal philosophies such as originalism and textualism, which emphasize judicial restraint and fidelity to the original meaning (or originally intended meaning) of constitutions and laws. So that should make the answer Strict Constructionism Originalism is the idea that only things specifically stated in the Constitution are ok, and since that means basically the same thing as Strict Constructionism, I believe that that is the answer. Liberal is much more loose.
