a way to think about it: cosine is the ratio of one side of a right triangle to it's hypotenuse\[\cos\theta={\text{adjacent side}\over{\text{hypotenuse}}}\]since the leg of a right triangle can never be longer than the hypotenuse, the maximum value it can take on is one
