the vertex of the graph is (-3, 4) and is opening downwards.... now it should be easy to choose the correct answer....

from the hint above can you at least eliminate two of the possibilities?

use the fact that the x-coordinate of the vertex is -b/(2a)... now you can match up the equation that gives you the -3 as the x-coordinate of the vertex.
