Just replace all the x's with 3, you'll get your answer :)

But why does it say a=3? Why not x=3?

you were tasked to find f(a) so, you replace all your x's with a's but your a=3 so you replace your a's in turn, with 3's :) I skipped a step, but I think you'll find it's simpler that way :)
