When you're finding a certain percentage of another number, you always set it up the same way. If I say 3% of 25, I mean \(\frac{3}{100}\) times 25.

OpenStudy (shadowfiend):

Which looks like: \[\frac{3}{100}\times 25 = \frac{3\times 25}{100}\] In our case, it's 3% of 22: \[\frac{3}{100}\times 22 = \frac{3\times 22}{100}\]

when @shadowfiend does 3/100 it turns the 3% into a decimal which is easier to multiply by a whole number.
