Lol im sure there have been cases but most people wait until they're 18 seeing as how younger than that they need parental permission and most parents dont really wanna jump on an opportunity like that haha

Probably, but I wouldn't recommend it. A lot of women are still growing at that age, and further growth while recovering from surgery sounds like it could be dangerous.

I would suggest talking to a doctor then. If your back issues are bad enough, it might be worth risking the surgery... but I'd still be inclined to wait a few years to make sure you've stopped growing.

Sweetheart, i'm gonna tell you RIGHT now that breast reduction surgery is not that great. It gave me more back problems, instead of solving them. Plus, it's like... super expensive.
