yes, i have the t table, i'm just not sure what it means by the upper 10% because n the top of the table, it has one tail and two tail, and for both of them, they have .10 so i'm a bit confused on which tail to use to find the t value

In your problem only the upper 10% of the t distribution is concerned. Therefore this is a one-tail test where the null hypothesis is rejected if the test statistic falls in the right hand tail, but is accepted if it falls in the left hand tail. Have you looked at the column for 1-tail, 10% against v = 23?

oh yes, i was wondering though how you were able to tell whether this problem involved the one or two tail test? is it because it said the upper 10% and so that indicates it's a one tail test?
Yes. If there is no mention of the lower tail of the distribution it must be a one-tail test.
