F1, 3 means the element of first row & 3rd column

f^t is transpose of matrix.

(1,3) means first row,3rd column element T means transpose i.e interchanging row and column elements for e.g. (1,3) will go to (3,1) and (3,1) will come at (1,3)..likewise..
