Who was in charge of the gathering? It was chaired by Austrian statesman Klemens Wenzel von Metternich What European powers were present? Austria, UK, Russia, Prussia, France, Spain, Portugal, Genoa Sweden and Norway, Denmark, Switzerland, Papal states. Virtually every state in Europe had a delegation in Vienna – more than 200 states and princely houses were represented at the Congress. In addition, there were representatives of cities, corporations, religious organizations (for instance, abbeys) and special interest groups e.g. a delegation representing German publishers, demanding a copyright law and freedom of the press. What did the congress seek to restore? Stability. Legitimacy. Mutual trust. Secure borders. A balance of power.

You can see how it says where, when and what happened by who.
