First of all, who is "they"?  The characters?  If so, the problems were not fixed in the time frame of the narration, but the characters did work toward solving/fixing injustice by standing up for and with those being oppressed.    If "they" refers to our society at large, then yes, the progress towards racial equality has made great strides (although most of us would agree that it still is not "fixed").
