If this is an in-text citation, you don't need the paragraph number at all. And, instead of a year, you need a page number.
If it's for your works cited page, you need to add the publication data.

In-text, like this:
Blah blah blah blah (weiner, page number).

For APA, you do need the year AND the page number. Like this:
Blah blah blah blah (weiner, 2011, p. 4).
