its not foam it just small bubbles of water in large amount. (if water is pure)

foam is basically air bubbles in the water. So when the water falls it forces air into the water.

beacause of surface tension. . . it is natural to have a round shape.

due to surface tension caused by environment all small volumes have a round shape to minimize the surface tension. . . thats the reason drop of water is always round soup bubles are always round :P
