A kite has a pair of shorter congruent sides, usually on top, and a pair of longer congruent sides, usually in the bottom. Therefore, each pair of opposite sides are not congruent. Further, The longer diagonal bisects the shorter diagonal, but the shorter diagonal doesn't bisect the longer diagonal. However, two diagonals are perpendicular. In a kite, there exists exactly one pair of congruent angles formed by two sides of unequal length. Both B and C are not properties of a kite. (If we change B to "One pair of opposite congruent angles", then C is the choice.
