Can you not just politely decline? I'm not sure that there's a standardized "template" of sorts that you need to be following. And I also doubt that there is much to say in such a letter of rejection.

Yes, I am having a hard time starting the letter.  It has to be a letter of indirect approach letting the employee down.  If I could see a copy of a letter would help me write one myself.  I need this for a Business Communication assignment.
