What has the most and least stability, an SUV that is high off the ground or a car that is equally high off the ground? And why?

an SUV is generally heavier.......
an SUV has higher potential energy than a car at equal heights.......
and we know that every system tries to get into a configuration where the potential energy is minimum.....which means the SUV has higher tendency to move down compared to the car..... 
so the car has higher stability

I agree that the weight is the biggest part of this but many other things impact handling and stability ,the size of your tires,spring rates and the type of shocks used can alter a lot .
