It was to stop citizens from fleeing. This was a time in history when East Berlin was Communism. East Berlin was loosing a lot of there younger people because they were fleeing into west Berlin which was not Communism and the USA had control over and then leaving. So they built the wall to keep them from leaving there country. Hope this helps! :)
