If the terrorists hack the radio beacon, then the aircraft will lose communication with the tower unknowingly and will convey their messages to the terrorist. Thus the controller asks them to adjust the frequency so that they convey their decisions to the correct person instead of the terrorist. By pumping up the wattage, they are making their signal more specific and thus preventing it from being overheard by someone else.

ILS marker transmissions are not encrypted.. Even I know of Heathrow.. Boston and Many other airports
