If dark matter makes up 90% of the universe would that also mean that it makes up about 90% of every galaxy?

dark matter is majority of the MATTER of the universe ... the estimate comes from the fact that most galaxies would have to weigh more than 5 times their visible mass to stop them from pulling themselves apart... given the velocities at which they rotate...
