as much i think the tension because of weight would be 1.37*10N
this tension will be applied only on the upper string the tension on lower string will be just because of rotational motion of rod and its momentum. ( as the tension of upper string would be because of both of the reasons)
so the answer should be (33-13.7)N=19.3N
