Can somebody explain to me this sentence means? "Any measurement that you make without the knowledge of its uncertainty, is completely meaningless."

hes talking about the human error he could make due to his eye not being perfectly in line with his measuring stick..its a good point to remember when doing work in a laboratory with timers rulers etc..
