Hm. I have never heard of them referred to as such....they seem to fall a bit better under the category of "tissue".

vascular bundle is a plant tissue that contains xylem and phloem tissue. also referred as vascular tissue. its a tissue. However, it can be assumed organ as well since organs tissues joined together.
