I would think the country. If you were looking at the world from a political stance, you would see the president before the governor, mayor, represenative, etc. So I think your answer is D. :)

I'd also agree with country, but D is actually "county". A county is a smaller unit compared to a country. So in that case, the answer I'd go for is A. the state. The reason for this is that the definition of state can be interchangeably used whether it is to talk about a nation (nation state) or something like Iowa. For example, the state of Iowa is made up of townships, cities, and counties making it the biggest unit in that context.
