Well, I always would have said B), since members of the Senate are much longer-serving than the House. However, I think that A) is definitely true as well, and with longer terms, C is true too. Thus, I would say D) all of the above
D sounds reasonable to me. The Senate is designed to lend stability to the Republic, whereas the House is designed to lend accountability to public mood and desires. Typically when the public mood shfits, the House shifts first, then (if the mood lasts), the Presidency, the Senate, and last of all the Supreme Court.
