$$y = ab^{x - h} + k$$Horizontal/Phase Shift = -h
Vertical Shift = k

But in the last problem, (x+3) meant 3 to the right. wouldnt this be the opposite?

No. If you remember, it was x - 3 and it was 3 units to the right.
