i think its the third answer

yeah the answer is 36x² because you will have to square the 3 as well and then it will become 4*9x²

4/(3x)^-2 since 3x power is negative to make it positive we are going to shift it to the numerator so it will be: 4*3x^2 4*9x^2 36x^2 so the answer is the third option
