to be honest this is actually a bad question and not really worded correctly. The answer is A. because its not like Spanish class, you dont learn how to actually speak it. And public speaking is taught usually by either speaking in front of a class or giving examples such as Martin Luther King Jr. and things to do to give good speeches. you know already that you are taught grammer. The only other possible option is literary criticism and you do that by breaking down passages seeing what is incorrect and how things can be changed. Or how to better your own writing or different ways to write.
