cost to users is $11000000 then the fee is f(x) = 11000000/x x = number of users domain is x > 0 as you can't have negative users range 0 < y <= 1100000

oops an asymptote exists at x = 0..... as you need drivers to be able to charge a fee for use. and a horizontal asymptote is at y = 0... as a fee of some type needs to be paid to pay for the road... the fee would be extemely small is more the 11000000 users
