Use your understanding of the El Nino phenomenon to explain what has occurred in Guayaquil?

Simply put climate effects are more apt to devastate those who are not wealthy or do not live in regions with adequate infrastructure. There is a whole lot of information on the cyclic El Niño phenomenon you can research, and Guayaquil is a beautiful location but poor city in a nation that as a whole is rather poor.
