For given contact force normal is maximum when friction is zero
ts mean when body is at rest then normal will be maximum

Be careful, friction does exist even if the object is at rest.

Look for the definition of friction. It is the horizontal component of the contact force. While normal reaction is the vertical component.

I didn't said that friction will exist when the object is at rest. Friction will exist only when the object is under the tendency of moving or moving. If the object is at rest and has no external applied force and hence not intending direction of motion then friction is zero.
@Ruchi Your question cannot be answered as such. Contact forces depend on other forces and on acceleration. So you need to describe the body you are talking about and its motion.
