It doesn't even have to less than his number. It has to be less than OR equal to his number.
How about x-1?
Wouldn't that be less than x? And we could call it y if we wanted to.
Or how about x-0? That would be equal to x. We could call it y if we wanted to.

That has to do with the order. It's saying that there is some number \(x\) such that \(x\) is less than or equal to \(every\) \(single\) y in existence.
It's false, because you can choose any \(x\), and I'll simply choose \(y=x+1\). Since this exists, the statement is false.
