Well for creation of user profile html is insufficient. You need the knowledge of php, sql to implement even the most basic user profiling system.

Actually even for the most bare bone facility you need the two. It won't be fancy or grand unless you use some jquery, ajax etc. There are several open source profiling system already available, instead of coding why not try those?
