I would say the second. A republic is, by definition, on in which sovereignty rests with the people as a whole, instead of with a king or aristocracy. Hence it is generally considered necessary to alot the greatest power to the most direct representatives of the people. That explains why the legislature is generally accorded more (non-emergency) power than the executive, and why the more popularly-elected house of the legislature, if there is more than one, is often given more ultimate power. (For example, in the United States, bills to spend the citizens' money must originate in the House, and the House has the power of impeachment.)
