Well what is he measuring? I mean, they used to use canaries in mines to detect the levels of toxic gases (not that a canary is a well-calibrated instrument), but it served the purpose effectively enough.

well it isn't really stated what he is measuring, if we knew what he was measuring we could probably easily extrapolate the measuring technique utilized

Carl is a FDA inspector using a standard chicken to inspect a KFC chicken-producing plant and measure the ratio of chickens vs UNFAs (unidentified non-flying avians). That would certainly explain the apparent stress that he is exhibiting, being confronted to some horrifying 3-legged, headless-poultries.
