“Three may keep a secret if two of them are dead” is one of Benjamin Franklin’s famous aphorisms. What do you suppose he meant by this particular aphorism? Dead men tell no lies. It is best to tell your secret to no more than three people. Two people can keep a secret. Three cannot. If you do not want anyone to know your secret, it is best to tell no one!

the last option. basically the quote is saying noone can really keep a secret but if you have three people and 2 are dead, then you really only have 1 person... and if they are the only one who knows the secret, well then, its still a secret.
