So the answer for my example is

2 x 2 x 2 = 8 then isn't 8 the biggest number both 8 and 16 have in common?

Exactly, like @nphuongsun93 says 8 is the biggest number that goes into both the numerator and the denominator so if you divide the top and bottom by 8 it will give you the answer.

16/8= 2

so it is 1/2 which is 0.50.
