Which European leader created a Five-Year Plan, based on Communist ideology, that required workers to double, or triple, production to modernize their nation?

Im pretty sure it was Joseph Stalin.

Lots of them, but indeed Joe Stalin was the first, in 1928. I don't think his goal was modernization per se, but simply getting enough food and goods for the people to survive. By the late 1920s, basic production in the USSR was a mere fraction (like less than 20%) of what it was in the 1900s, at the end of the Russian Empire.
