I want to say x-y 3 (the second choice), but it's missing an inequality sign.

Yup, it's x-y>=3! -y>=-x+3 <- subtract x from both sides y<=x-3 <-divide both sides by -1 (the inequality sign flips because it's negative) As you can tell, -3 is the y-intercept in the graph as is in the equation, y<=x-3, and it also shades the correct area under the graph.
