It appears that it was dilated by 1/2. Note that the segment that represents segment G'H', GH is half the distance from the origin.

Yup, and not the first time lol. Undilated octagon is 1/2 of the dilated octagon. Or we could say the dilated octagon has been dilated by a factor of 2.

However it is as I posted the the segment GH is 1/2 the distance that the G'H' segment is from the origin.
