the perpendicular line has a slope of m = -2 this is because the the slope of the line times the slope of the perpendicular must = -1 1/2 x -2 = -1 so you line is y = -2x + b to find b substitute x = -3 and y = -1 into the equation to find b... then you'll have your straight line
