firstly you should try to provide (-3,-1) point and if two line perpendicular product of these line's slope must be -1 so equation is y=-2x-7

well, only one of the given equation is satisfied by the point (-3,-1).. So, that particular equation is your answer. you may forget the slope thing for a while.. :)
