What is the difference if metal spheres (charged positive and negative) are put close to each other and when they are made to touch each other?

Will they attract in either case?

They should attract each other when they are placed close. And when they are made to touch each other, there will be a flow of charge between the spheres as long as the charges are not equally and uniformly distributed on both spheres..
