Two things here: #1. The slopes of perpendicular lines are negative reciprocals of one another. In the case of your example, our slope is 1/4. So the line perpendicular to it would have a slope of -4.
From here use the point slope formula to get an equation of the line passing through (-1,-2) with a slope of -4. \[y-y _{1}=m(x-x _{1})\]
Plugging in our point into our equation we get: y - (-2) = -4 (x - (-1))
Solving for y: y + 2 = -4x - 4 y = -4x - 6
