am an iPad user but have been disappointed with the terrible accuracy of the touch. I have tried the best of its stylus but the experience was far worse than pen and paper. I also frustrated with it lag when trying to open big PDF file. I was so mesmerised with their ads that I didn’t even think that their styluses and PDF annotator will be terrible. I have seen review on Windows Slate PC such as Asus Eee Slate and Samsung Series 7 Slate. But I think the price is too high relative to android based tablet. I have seen an android tablet (with pen) but forget what the brand and model was.

Do all of android tablets have pen technology? If you guys know one or two of the brand maybe you can share.

I just remember that Samsung Galaxy Note, an android based phone is capable of pen technology. So some android tablet must be able to do that as well!

The iPad has a capacitive touchscreen. You need a screen with active digitizer technology, which a lot of modern tablets have which I believe was either popularized or invented by Wacom. Unless you have a hybrid screen, you also need the corresponding type of compatible stylus (active digitizer input with active digitizer pen). The prices of the more advanced Wacom products (better accuracy, larger workspace area) are intended to be geared towards artists, so they may not be the ones for you, since they can run for thousands of dollars, which is the same price you can get an entire computer with touchscreen for.
