hold on - i'm sorry PO4 has 3 - charge so its Cr(III)PO4 that is chromium (III) phosphate tetrahydrate P has charge 5+ and 4 O's has charge 8- making PO4 = 3- so to balance Cr is 3+ or Cr(III)

you follow that? - the compound is neutral so + and - charges must balance
