When the direction of velocity and acceleration are the same, they will both have the same sign. If the directions oppose each other, the signs will also oppose each other. The question assumes that this is always positive although it's just as feasible for both to be negative (assuming the same direction)...it just depends on the coordinate system you choose to use.
