what is a vertical translation and how do you create an equation for it?

Imagine some graph, it is all the y values, right?

How to move the graph up (make the y's bigger)?

Linear example :- y = 2x (so all the y's are just double the x value) Then y = 2x+2 adds 2 to all the y values and lifts the whole graph up 2

so for an equation like y=2/3x;four units down, do i just subtract four from the equation?
