i think you should create the circumscribed circle since it touches all 3 ends

Find the point, in the middle of the three locations, that provides the same, exact, measured distance when traveling from that point to any of the three destinations.
Pop out a compass after you've calculated the distance, adjust the compass accordingly, and place the pin of the compass at the aforementioned middle point.  Then trace out a circle.

inscribed circle wont touch the angular points... it touches the legs and bases length! whereas the circumscribed circle touches the angular points...

I get it now. So now you construct the perpendicular bisectors for two sides and then create the circumscribed circle from the circumcenter with a compass
